The social tax rate on greenhouses will be reduced to 1%

The President signed a decree that temporarily reduces social tax for greenhouses to 1 percent and extends the repayment of tax arrears without interest until 2028.

Why is it important

These measures are aimed at stimulating the production and export of vegetables and fruits from greenhouses with guaranteed gas supply. This can accelerate the development of the agricultural sector, increase foreign exchange earnings, and strengthen food security.

What happened

  • From January 1, 2026, until the end of 2028, the social tax rate for greenhouse employees will be set at 1% (from the current 12%).
  • The tax debt of greenhouses as of October 1, 2025, can be repaid until the end of 2028 without accruing interest.
  • The goal is to increase the export of fruit and vegetable products from greenhouses to $3.5 billion in 2026 and $4 billion in 2027.
  • For this, production should increase to 620 thousand tons in 2026 and 670 thousand tons in 2027, of which 70 percent is for export.
  • The President instructed to allocate an additional 35 thousand hectares for vegetables and fruits at the edges of the fields in the next two years.
  • Working groups have been formed and measures have been identified to ensure guaranteed gas supply to greenhouses.

Context

Until now, the greenhouse business has been criticized for high taxes, expensive loans, and gas outages — these factors were limiting growth. In recent years, the area of greenhouses has increased: from 110 thousand tons of products to 546 thousand tons. The new benefits emphasize export and the competitiveness of the agricultural sector in global markets.
