Starting November 1st, paid government services will appear in bank and fintech applications

Banks, fintech companies, and communication operators will be granted the right to integrate paid public services from the Single Portal of Interactive Public Services (SPIPS) into their applications.

Why is this important

The population will be able to receive government services directly through banking and fintech applications – faster, easier, and without switching between platforms. This creates a competitive environment and stimulates the improvement of the quality of user experience in providing public services.

The development of digital infrastructure is accelerating: IT integrators, banks, and providers are gaining a new role in the “Digital Government” ecosystem.

Key facts

  • From November 1, access to the paid services of the Unified Interactive Government Services Portal will be opened for banks, telecom operators, and fintech services in compliance with cybersecurity standards;
  • Students will be able to apply for rent compensation through UIGSP;
  • Re-registration of a car with GBO is simplified – the mandatory repeat of registration is canceled.
  • In the water management sector, mandatory electronic document management is being introduced through the “Suv hisobi” system.
  • By the end of 2026, it is necessary to introduce more than 100 new digital services, including 10 proactive and composite (automatically provided when conditions arise);
  • By 2026, it is also planned to integrate AI modules into “Digital Healthcare” – a physician’s voice assistant and a digital diagnostic assistant;
  • 66 thousand km of fiber optic networks and 2200 base stations will be built;
  • The creation of a unified OASIS IT platform standardizes the development and integration of all state systems.

From January 2026:

  • Social assistance, family registration, and mahalla work – only through the “Digital Mahalla” platform;
  • Foreigners and stateless persons will be able to register online through the Unified Interactive Government Services Portal for up to one year.

Context

The project is part of the “Digital Government” strategy aimed at increasing the share of digital services to 70% by 2026. The introduction of AI and digital services creates prerequisites for hybrid interaction between the state and citizens through private platforms. For business – these are new channels and products, for the state – cost reduction and quality control.
