Why is this important
The introduction of the “single window” model for business is aimed at simplifying the access of entrepreneurs to public and private services. Concentrating services in one location can reduce administrative costs and business interaction time with government agencies. The creation of a unified infrastructure also forms a permanent feedback channel between entrepreneurs and the state.
What happened
- Shavkat Mirziyoyev instructed to establish the provision of public and private services to businesses based on the “single window” model.
- From March 1, 2026, a network of “Business Hamroh” centers will begin operating in the country.
- The activities of the centers will be managed by a separate enterprise under the Chamber of Commerce and Industry.

- Entrepreneurs will be able to access more than 1000 functions of government agencies, as well as the services of professional, financial, engineering, marketing, operational, consulting, and IT companies in one place.
- At the first stage, “Business Hamroh” centers will be established in Tashkent, Nukus, and regional centers, with subsequent expansion to other cities and districts.
- Centers will be located in the buildings of public service centers or in newly constructed or reconstructed premises.
- Within the centers, lots will be allocated for private services, which can be leased to businesses for a period of up to one year.
- In the first year of operation, premises will be provided to the centers for free use, with the exception of utility payments, after which the minimum rental rate for state property will be applied.
- By mid-March, the Chamber of Commerce and Industry and the Ministry of Digital Technologies should launch the “Business Hamroh” electronic platform and a call center for receiving entrepreneurs’ appeals.
- If at least 10 appeals from businesses from one region are received through the “Dialogue with Managers” module, the head of the relevant body is obligated to hold a meeting with entrepreneurs, except in cases of a positive decision within the established timeframe.
- The rating of managers will be formed based on the number of meetings, raised issues, and resolved appeals, and will be published quarterly on the “Business Hamroh” platform.
