Why is this important
The reform affects the system of work of local authorities throughout the country and directly affects the quality of public administration. The introduction of KPI assessment changes the very approach to officials’ accountability and their work results. An experiment in “exemplary” districts can become a model for large-scale changes across the entire public administration system.
What happened
- Shavkat Mirziyoyev signed a decree on improving the efficiency of public administration.
- From January 1, 2026, an experimental management system will be introduced in the khokimiyats of 33 districts and cities identified as “exemplary”.
- The performance of state bodies will be assessed based on the fulfillment of target indicators and KPI indicators, which will be formed by the Agency for Management Effectiveness.
- It is planned to modernize the process of selection for public service and, if necessary, add additional stages.
