Why is this important
The reductions are designed to increase the efficiency of the state apparatus, reduce bureaucracy, and redistribute resources. But such measures carry social risks — employees may lose their jobs, especially middle-level managers.
What happened
2,141 management staff positions have been abolished.
The largest number of dismissals by department:
- Tax Committee — 498 positions
- Ministry of Water Resources — 224
- Ministry of Agriculture — 218
- Ministry of Justice — 197
- Ministry of Ecology — 176
- Ministry of Employment and Poverty Reduction — 163
- 16 positions of deputy heads in committees, agencies, and inspections were abolished.
- After optimization, the number of managers in republican bodies will be 46,989 people.
- The Ministry of Economy and Finance has been tasked with reducing at least one deputy in state-owned companies with 50% state ownership and optimizing management staff by 10%.
- The rehabilitation centers for former prisoners under the khokimiyats will be abolished, their functions will be transferred to the “Inson” centers.
- In previous years, there were already significant reductions: in October 2024 — 2,845 positions (5.2%).
Context
Staffing optimization is part of the overall course towards digitalization and reducing unnecessary administrative apparatus. Reductions in managers, especially in key departments (taxes, agriculture, ecology), can lead to staff rotation and redistribution of functions.
A related employment and social security mechanism for dismissed employees is important to avoid social tension.
