Expensive and inexpedient: PDP proposes to revise tariffs for paid parking

Deputies expressed concern about the poorly thought-out parking prices, which are significantly higher than in neighboring countries, and also do not correspond to the real income level of the country's population.

Why is this important

The cost of parking at 12 thousand soums/hour is becoming too high a burden for citizens with low salaries. For those working 8 hours a day in the city center, the monthly cost exceeds the minimum wage. The high cost, as well as the lack of transparency in where the received money goes, raises questions among the population. Compared to neighboring countries (100 tenge or 2302 soums in Kazakhstan, 3 somoni or 3879 soums in Tajikistan) — Tashkent’s tariffs seem economically unjustified and socially unfair.

What happened

  • PDP deputies proposed to revise the cost of tariffs.
  • When forming the cost of tariffs — take into account the real incomes of the population.
  • The requirement to make tariffs economically justified and information about incoming funds transparent.
  • Free parking in front of social facilities (hospitals, schools) for a certain amount.

Parking rates

  • Problem: 12 thousand soums/hour → almost 100 thousand soums per day for the center’s employees.
  • The essence of the claim: tariffs are disproportionate to citizens’ incomes and exceed the minimum wage when used daily.
  • Comparison: parking is several times cheaper in neighboring countries → tariffs in Uzbekistan seem exaggerated and illogical.

Party Requirements

  • Social Fairness of Tariffs: Assessing the Level of Social Protection and Life Needs.
  • Transparency: information about collected funds and their expenditure should be open.
  • Free parking near medical institutions, Public Service Centers, “Inson” centers, libraries, free use during the established time.
  • At least 5% of such parking spaces are free for preferential categories and an opportunity to increase this quota.

Parking in prohibited areas

  • Some parking spaces are installed on sections of roads marked with a prohibitive sign.
  • Paid parking creates a misconception: “if you paid — you can”, and this is not a violation of traffic rules.
  • Parking even after payment in a place where parking is prohibited by the Road Patent contradicts the principles of equality.

Context

  • Unreasonably high prices, disproportionate to the income of the population, cause inconvenience.
  • Parking is needed, the city needs a modern and convenient transport system, but it needs to be thoroughly analyzed.
  • Some parking spaces violate the principles of equality.
  • Near social facilities and territories of the cultural, mass, and sports sectors, it is necessary to introduce more loyal parking principles.
