In Uzbekistan, fines will be introduced for constructing buildings without an accessible environment for people with disabilities

The law strengthens the responsibility for violating social guarantees and urban planning norms.

What happened

President Shavkat Mirziyoyev signed a law providing for administrative fines for non-compliance with requirements for creating accessible environments for persons with disabilities. The document was adopted by the Legislative Chamber in April and approved by the Senate on November 1. Fines will be applied to expert organizations that issue positive conclusions on projects without accessibility conditions, as well as to employees of the Construction Inspectorate who have permitted the commissioning of facilities that do not meet the standards.

  • Fines for expert organizations and construction inspection employees: 50-70 BCV (20.6-28.84 million soums).
  • Fines for officials for violations in the field of social protection:
    — first violation — 3-5 BCV (1,236-2,06 million soums);
    — repeated — 5-10 BCV (2.06-4.12 million soums).
  • For failure to comply with the requirements of social protection agencies:
    — citizens: 3-5 BRV → repeatedly 5-7 BCV;
    — officials: 5-10 BRV → repeatedly 10-15 BCV (4.12-6.18 million soums).
  • The fines will come into force on March 18, 2026.

Developing inclusive infrastructure is one of the priorities of Uzbekistan’s social policy. In practice, the lack of accessible entrances, elevators, navigation, and adapted spaces leads to systematic violations of the rights of people with disabilities. The introduction of new sanctions is aimed at improving the quality of expertise, tightening construction control, and ensuring social guarantees.
