Tax revenues increased by 27%

From January to September 2025, budget revenues in Uzbekistan's regions increased by 27% to 158.7 trillion soums due to measures to legalize the shadow economy.

Why is this important

Success in business “transparency” reduces the burden on budgets, strengthens trust, and allows for the redistribution of resources for infrastructure and service development.

What happened

  • In the third quarter, revenue growth was about 30%, and since the beginning of the year — 27%.
  • Especially active “shadow” income is transferred to the official plane in Navoi (growth – 86%), Fergana (39%), Syrdarya (32%) regions and Tashkent (33%).
  • VAT increased by 28% and in the public catering sector by 44% due to electronic procurement and the use of cashback.
  • 17.1 thousand companies paid official salaries (1.9 trillion soums) for the first time, and the payroll fund doubled for 24 thousand firms (to 8.6 trillion).
  • In 26.8 thousand companies, the turnover doubled to 18.9 trillion soums, and 24.3 thousand previously “sleeping” firms began operations worth 93.4 trillion soums.

Context

The share of the shadow economy in Uzbekistan has decreased from 45-50% to approximately 35% of GDP since 2019. Measures include: electronic goods and transport invoices, online cash registers, marking, MPC, and a cashback mechanism for businesses and citizens. The President called for combining control measures with the development of tax culture and favorable conditions for business.
