Why is this important
The document establishes strict time limits for noisy activities, introduces compensation and increased responsibility — which can significantly change the living conditions and regulation in housing and communal services and construction.
What happened
- The law was finalized taking into account the proposals of factions, the public, and relevant specialists.
- On weekdays, tranquility is guaranteed from 23:00 to 7:00 (instead of the previous 6:00), on weekends – from 22:00 to 9:00.
- Repair and construction work in apartment buildings is permitted only from 9:00 to 18:00 on working days.
- Damage from noise exposure can be recovered through the court, but compensation does not release the violator from obligations.
- The law provides for an increase in the salary of employees working in conditions of excessive noise, as well as a mechanism for suspending the activities of violating facilities.
- In the second reading, 124 deputies supported the law, in the third – 125 with one abstention.
- The draft has now been sent to the Senate, after which it will be sent to the president for signature.
Context
The draft law was rejected twice: in August 2024 and September 2025. Previously, the norms and punishments for noise were less stringent: fines for citizens were limited to 137,330 soums, for officials – 206,000 soums. Recent discussions included increasing fines: up to 3-5 BCV for citizens and 10-15 BCV for officials.
