Trade in Uzbekistan has raised tax payments through excise duties and decreased benefits by 42%

In January-July 2025, legal entities in the trade sector paid 20.2 trillion soums in taxes to the budget — a 42% increase compared to the previous year.

Why is this important

The growth in revenues reflects not only the revival of trade but also the reduction of tax benefits, the increase in excise duties, and the formalisation of SMEs. The rise in payments while the number of companies remains stable indicates a redistribution of workload within the industry.

What happened

  • Number of legal entities in trade: 147.2 thousand (+2.1%);
  • The volume of tax benefits: up to 213.1 billion soums (-34.6%);
  • The share of the TOP-20 taxpayers is: up to 7.8% (was 10.2%).

Increase in revenue:

  • Excise tax: +59% (373.8 billion soums);
  • PIT: +17,5%;
  • Social tax: +33.6%;

Decrease in revenue:

  • VAT: −5.9%;
  • Income tax: −14.1%;
  • Property tax: −17.5%.

What they say

  • «Рост поступлений по акцизам связан с увеличением ставок и оборота на топливном рынке», — Налоговый комитет.

Context

In July 2024, 144.2 thousand companies operated in trade — base growth is minimal. The decrease in VAT revenues and profit may be related to the growth of preferential operations and the reinvestment of income. The top 5 taxpayers are Anglesey Food, Total Oil Invest, Uzum Market, Ung Petro, Namangan-Istiqlol Bogi.
