Uzbekistan canceled environmental certification of new imported cars

For imported new M and N category vehicles, a separate environmental certification is canceled.

Why is this important

The measure is designed to simplify car imports, reduce bureaucracy, and stimulate imports, especially when national testing infrastructure has restrictions. This can reduce the cost of importing cars and increase the choice in the market.

What happened

  • Cabinet of Ministers Resolution No. 597 of September 19, 2025, abolishes environmental certification for new imported M and N categories of vehicles.
  • The requirement corresponds to the “Euro-4” minimum — the importer must provide one of the following: a manufacturer/dealer letter, the legislation of the manufacturing country, and other technical documents.
  • Electric vehicles are exempt from environmental class assessment; hybrid vehicles (with ICE) remain subject to the requirements.
  • Mandatory testing at the UzTest testing ground near Pskent, introduced in November 2024, has been canceled.
  • The previous regulation included 62 criteria, however, the country has the opportunity to test only 25 of them — one of the reasons for the simplification.

Context

The legislation on environmental certification of vehicles was previously tightened, but in practice, many criteria were not met due to the restrictions of testing laboratories. The issue of hybrids was also discussed — in May 2025, the requirement for eco-certificates during the customs clearance of hybrids was canceled.

The Presidential Administration and relevant agencies instructed to revise the regulations for assessing the compliance of imported cars and to involve the private sector in this procedure to improve the process.
