Why is this important
The new procedure will allow for partial easing of restrictions on debtors’ departure without reducing the level of protection of alimony recipients’ rights. The insurance mechanism reduces the risk of non-repayment and ensures that payments will be made even if obligations are violated. This creates a more flexible and controlled approach to enforcement proceedings.
What happened
- A new procedure is being introduced in Uzbekistan for citizens with outstanding alimony debts to travel abroad.
- The relevant resolution was adopted by the Bureau of Compulsory Enforcement, the Ministry of Internal Affairs, and the State Security Service.
- Now, debtors against whom enforcement proceedings for the recovery of alimony have been opened can travel abroad for up to 3 months.
- The condition will be the registration of a civil liability insurance policy for the payment of alimony — in case the person does not return from abroad.
Verification and processing
- Verification of the authenticity of insurance policies will be carried out automatically due to the integration of the MPI systems and the National Agency for Perspective Projects — an insurance market regulator.
- Only insurance companies with the appropriate license will be able to issue such policies. Insurance terms will be determined by agreement between the insurer and the Bureau of Compulsory Enforcement.

- Until now, citizens with alimony debts were generally denied permission to travel abroad.
- Uzbekistan is gradually reforming enforcement proceedings, introducing digital control mechanisms and expanding the possibilities of using insurance instruments in social obligations.
