However, the gap between Tashkent and the regions (2.4 times), as well as between the banking sector and healthcare (4.5 times), exacerbates inequality and migration from the regions to the capital. <\/p>\n<p><strong>What happened<\/strong><\/p>\n<ul>\n<li>Average salary for 9 months amounted to 6.17 million soums (+19.2% year-on-year);<\/li>\n<li>Over five years, salaries have more than doubled: from 2.98 million (2021) to 6.17 million (2025);<\/li>\n<li>The highest salary in Tashkent is 10.38 million soums, the lowest in Kashkadarya \u2014 4.27 million;<\/li>\n<li>The leader in sectors is the banking sector (16.83 million), the outsider is healthcare (3.77 million).<\/li>\n<\/ul>\n<p><strong>Regional section<\/strong><\/p>\n<p><span style=\"text-decoration: underline;\">Top 5 regions:<\/span><\/p>\n<ol>\n<li>Tashkent \u2014 10.38 million soums;<\/li>\n<li>Navoi region \u2014 7,61 million;<\/li>\n<li>Tashkent region \u2014 5,80 million;<\/li>\n<li>Bukhara region \u2014 4,95 million;<\/li>\n<li>Andijan region \u2014 5,00 million.<\/li>\n<\/ol>\n<p><span style=\"text-decoration: underline;\">Outsiders:<\/span><\/p>\n<ul>\n<li>Kashkadarya region \u2014 4.27 million soums;<\/li>\n<li>Surkhandarya region \u2014 4,35 million;<\/li>\n<li>Namangan region \u2014 4,54 \u043c\u043b\u043d.<\/li>\n<\/ul>\n<p>The gap between Tashkent and Kashkadarya is 2.4 times.<\/p>\n<p><strong>Branch section<\/strong><\/p>\n<p><strong>Highly paid spheres:<\/strong><\/p>\n<ol>\n<li>Banking, insurance, and leasing activities \u2014 16.83 million soums;<\/li>\n<li>Information and communication \u2014 14.99 million;<\/li>\n<li>Transportation and storage \u2014 9.38 million;<\/li>\n<li>Industry \u2014 7.30 million.<\/li>\n<\/ol>\n<p><strong>Low-paid spheres:<\/strong><\/p>\n<ul>\n<li>Healthcare and social services \u2014 3.77 million soums;<\/li>\n<li>Education \u2014 4.19 million (preschool \u2014 2.77 million, higher \u2014 9.51 million);<\/li>\n<li>Art, entertainment, recreation \u2014 5.11 million.<\/li>\n<\/ul>\n<p>The gap between the banking sector and healthcare is 4.5 times.<\/p>\n<p><strong>Growth dynamics<\/strong><\/p>\n<p><span style=\"text-decoration: underline;\">Over five years, the average salary has more than doubled:<\/span><\/p>\n<ul>\n<li>2021 \u2014 2,98 million soums;<\/li>\n<li>2022 \u2014 3,73 million (+25%);<\/li>\n<li>2023 \u2014 4,42 million (+18,5%);<\/li>\n<li>2024 \u2014 5,17 million (+17%);<\/li>\n<li>2025 (9 months) \u2014 6.17 million (+19.2%).<\/li>\n<\/ul>\n<p><strong>Context<\/strong><\/p>\n<p>Salary growth of 19.2% with 8% inflation means real income growth of about 11%. This supports consumer demand and contributes to GDP growth of 7.6%. <\/p>\n<p>High salaries in Tashkent are linked to the concentration of the banking sector, IT companies, large corporations, and government agencies. Navoi region ranks second in terms of mining industry (mining and metallurgical plant, gold and uranium mining). <\/p>\n<p>The low salaries in Kashkadarya and Surkhandarya are explained by the agricultural specialization of the regions and the absence of large industrial enterprises. This stimulates migration to Tashkent and Russia. <\/p>\n<p><strong>The banking sector<\/strong> is an unconditional leader in terms of salaries (16.83 million) due to high profitability (9 months of 10.9 trillion in profit) and a shortage of qualified specialists. The IT sector is in second place (14.99 million) due to global demand for programmers. <\/p>\n<p><strong>Healthcare and education<\/strong> are traditionally low-paid sectors, despite their social significance. The salary of a preschool teacher (2.77 million) is six times lower than in the banking sector. This creates problems in attracting and retaining personnel.  <\/p>\n<p>The differentiation within education (from 2.77 million in preschool to 9.51 million in higher education) indicates different funding priorities.
