Revenue of 2.086 trillion ($173 million) with 7.8 million subscribers &#8211; growth potential through 5G, digital services.   <\/p>\n<h3>What happened<\/h3>\n<ul>\n<li>10 companies advanced to the final stage \u2014 binding offers until December 19;<\/li>\n<li>Out of 16 applicants (USA, Europe, Middle East, Asia), 10 submitted non-binding offers;<\/li>\n<li>Mobiuz revenue in 2024 \u2014 2.086 trillion soums ($173 million), subscribers \u2014 7.8 million;<\/li>\n<li>Expected price \u2014 $300 million;<\/li>\n<li>Consultants \u2014 Rothschild &amp; Co, KPMG.<\/li>\n<\/ul>\n<h3>Stages of privatization<\/h3>\n<ul>\n<li><strong>June: <\/strong>bidding begins, acceptance of interest applications (EoI) from 15 applicants.<\/li>\n<li><strong>October:<\/strong> acceptance of non-binding offers (NBO) until October 15. 10 out of 16 applicants submitted proposals. <\/li>\n<li><strong>November-December:<\/strong> Final stage \u2014 binding offers (BO) until December 19. Investors will have access to a virtual data room, analytical reports, and visit Mobiuz. <\/li>\n<li><strong>January 2026:<\/strong> announcement of the winner, transaction.<\/li>\n<\/ul>\n<h3>Applicants<\/h3>\n<ul>\n<li><strong>16 companies:<\/strong> USA, Europe, Middle East (Qatar, Saudi Arabia), Transcaucasia (Azerbaijan), Central Asia, local investors.<\/li>\n<li><strong>10 made it to the final:<\/strong> the names were not disclosed, but Bloomberg reported on the interest of Qatari, Saudi, Azerbaijani, and European investors.<\/li>\n<\/ul>\n<h3>Mobiuz<\/h3>\n<ul>\n<li><strong>Revenue 2024:<\/strong> 2.086 trillion soums ($173 million).<\/li>\n<li><strong>Subscribers:<\/strong> 7.8 million &#8211; the third operator after UMS (10+ million), Ucell (9+ million), ahead of Beeline (6+ million).<\/li>\n<li><strong>Market share:<\/strong> about 23%.<\/li>\n<li><strong>Technologies:<\/strong> GSM, UMTS, 4G LTE. No 5G yet. <\/li>\n<li><strong>History:<\/strong> created on the basis of MTS, in 2016 MTS sold a share, in 2018 transferred to the \u201cDigital Trust\u201d fund, in 2021 \u2014 to the Ministry of Information and Communications.<\/li>\n<\/ul>\n<h3>Expected price<\/h3>\n<ul>\n<li>Bloomberg estimates <strong>$300 million<\/strong>. With a revenue of $173 million, this is 1.7 times the revenue \u2014 a reasonable price for a telecom operator with growth potential. <\/li>\n<li><strong>Growth potential:<\/strong> the introduction of 5G, digital services (cloud, IoT, FinTech), and expansion of coverage in the regions can increase revenue to $250-300 million within 3-5 years.<\/li>\n<\/ul>\n<h3>Why privatization<\/h3>\n<ul>\n<li><strong>State efficiency:<\/strong> Mobiuz, managed by the Ministry of Information and Communications, lags behind private UMS and Ucell in innovation and service quality.<\/li>\n<li><strong>Investments:<\/strong> The new owner invests $500+ million in network development (5G, coverage expansion), technology, and digital services.<\/li>\n<li><strong>Competition:<\/strong> a private operator will intensify competition, reduce tariffs, and improve quality.<\/li>\n<li><strong>Budget:<\/strong> $300 million from sales will go towards infrastructure development and social programs.<\/li>\n<\/ul>\n<h3>Consultants<\/h3>\n<ul>\n<li><strong>Rothschild &amp; Co:<\/strong> one of the world&#8217;s leading investment banks, advises on M&amp;A, privatization.<\/li>\n<li><strong>KPMG<\/strong> is an international audit and consulting company that conducts due diligence and asset valuation.<\/li>\n<\/ul>\n<h3>Context<\/h3>\n<ul>\n<li><strong>Privatization is a priority:<\/strong> Mirziyoyev instructed to privatize UMS in 2022. April 2025 \u2014 a new decree on the sale of state assets, including Mobiuz. <\/li>\n<li><strong>Uzbekistan&#8217;s telecom market:<\/strong> over 35 million subscribers, revenue of $1 billion annually. Four operators: UMS, Ucell, Mobiuz, Beeline.
