The prohibition of harming humans prevents the use of AI for surveillance, discrimination, and manipulation.  <\/p>\n<h3>What happened<\/h3>\n<ul>\n<li>The Senate approved the law on AI on November 1;<\/li>\n<li>Regulates the use of AI in economics, education, medicine, agriculture, and public administration;<\/li>\n<li>Prohibits harm to human health, life, and rights;<\/li>\n<li>Protection of personal data from leaks;<\/li>\n<li>The authorized body attracts investments, creates a technical base, and trains personnel;<\/li>\n<li>Uzbekistan is the leader in Central Asia in the AI readiness index (+17 points).<\/li>\n<\/ul>\n<h3>Key provisions of the law<\/h3>\n<ul>\n<li><strong>AI Definition:<\/strong> The law officially defines the concept of \u201cartificial intelligence\u201d \u2014 systems capable of analyzing data, learning, and making decisions without direct human intervention.<\/li>\n<li><strong>Harm prohibited: <\/strong>AI systems must not harm a person, their health, life, freedom, honor, dignity, or other rights. The use of AI for surveillance, discrimination, and manipulation is prohibited. <\/li>\n<li><strong>Personal Data Protection: <\/strong>AI must not disseminate personal data without the owner&#8217;s consent through media and the internet. Protection from leaks, breaches, and abuses. <\/li>\n<li><strong>Rules of use: <\/strong>general norms for creating information systems with artificial intelligence \u2014 transparency of algorithms, clarity of solutions, responsibility of developers.<\/li>\n<\/ul>\n<h3>Functions of the authorized body<\/h3>\n<ul>\n<li><strong>Attracting investments: <\/strong>creating conditions for investing in AI \u2014 benefits, grants, venture funds.<\/li>\n<li><strong>Technical base: <\/strong>formation of infrastructure for processing data of government agencies with artificial intelligence \u2014 data centers, supercomputers, cloud platforms.<\/li>\n<li><strong>Training of personnel:<\/strong> training of AI specialists \u2014 universities, courses, internships abroad.<\/li>\n<\/ul>\n<h3>30+ pilot projects<\/h3>\n<ul>\n<li><strong>State services:<\/strong> automation through AI \u2014 processing of applications, issuance of certificates, analysis of appeals.<\/li>\n<li><strong>Finance: <\/strong>credit scoring, fraud detection, risk forecasting.<\/li>\n<li><strong>Transport:<\/strong> smart traffic lights, traffic analysis, driverless cars.<\/li>\n<li><strong>Medicine:<\/strong> diagnosing diseases through image analysis, predicting epidemics.<\/li>\n<li><strong>Agriculture: <\/strong>yield forecasting, irrigation optimization, plant disease detection.<\/li>\n<\/ul>\n<h3>Growth in the readiness index<\/h3>\n<p>Uzbekistan improved its position in the International AI Readiness Index by 17 points in a year, becoming the leader in Central Asia. The index assesses infrastructure, personnel, legal framework, and investments. <\/p>\n<h3>Concerns of the senators<\/h3>\n<p>Senator Komila Karamova: Youth&#8217;s excessive dependence on AI weakens independent thinking. Students use AI for coursework and tests without critical analysis. <\/p>\n<p><strong>Digital Ministry&#8217;s response: <\/strong>Deputy Minister Rustam Karimjonov \u2014 AI as an assistant, not a basis for decisions. Raising digital literacy, teaching AI ethics in schools is a priority. <\/p>\n<h3>Global AI market<\/h3>\n<p>By 2030, the global AI volume in the global economy could exceed $20 trillion. Uzbekistan seeks to seize the share through the development of personnel, infrastructure, and legal framework. <\/p>\n<h3>Context<\/h3>\n<ul>\n<li><strong>Strategy until 2030: <\/strong>approved for the development of AI \u2014 investments, infrastructure, personnel, legal framework.<\/li>\n<li><strong>The first law in the region: <\/strong>Uzbekistan is ahead of Kazakhstan, Kyrgyzstan, Tajikistan, and Turkmenistan in AI regulation.<\/li>\n<li><strong>Data protection is critical: <\/strong>AI analyzes millions of personal data.
