What happened<\/h3>\n

President Shavkat Mirziyoyev signed<\/a> a law providing for administrative fines for non-compliance with requirements for creating accessible environments for persons with disabilities. The document was adopted by the Legislative Chamber in April and approved by the Senate on November 1. Fines will be applied to expert organizations that issue positive conclusions on projects without accessibility conditions, as well as to employees of the Construction Inspectorate who have permitted the commissioning of facilities that do not meet the standards. <\/p>\n

Why is this important<\/h3>\n

The lack of an accessible environment limits the basic rights of millions of citizens and hinders their participation in social and economic life. The new law strengthens the responsibility for violations and establishes the obligation of a socially oriented urban planning approach. This is a step towards a safer, more inclusive, and fairer environment, as well as improving the quality of oversight by government bodies. <\/p>\n

Numbers and facts<\/h3>\n
    \n
  • Fines for expert organizations and construction inspection employees: 50-70 BCV (20.6-28.84 million soums).<\/li>\n
  • Fines for officials for violations in the field of social protection:
    \u2014 first violation \u2014 3-5 BCV (1,236-2,06 million soums);
    \u2014 repeated \u2014 5-10 BCV (2.06-4.12 million soums).<\/li>\n
  • For failure to comply with the requirements of social protection agencies:
    \u2014 citizens: 3-5 BRV \u2192 repeatedly 5-7 BCV;
    \u2014 officials: 5-10 BRV \u2192 repeatedly 10-15 BCV (4.12-6.18 million soums).<\/li>\n
  • The fines will come into force on March 18, 2026.<\/li>\n<\/ul>\n

    Context<\/h3>\n

    Developing inclusive infrastructure is one of the priorities of Uzbekistan’s social policy. In practice, the lack of accessible entrances, elevators, navigation, and adapted spaces leads to systematic violations of the rights of people with disabilities.
