Why is this important
The project covers 33 districts and cities, provides for energy-efficient construction, modernization of public spaces, and support for small businesses. This is one of the country’s largest infrastructure plans.
What happened
The President signed a decree on the creation of exemplary territories. The program covers 33 cities and districts, as well as 340 mahallas.
7 trillion soums will be allocated for the implementation of:
- 2.3 trillion soums — for districts and cities;
- 1.7 trillion — for mahallas (5 billion soums for each);
- 2 trillion — for driver projects;
- the rest — on energy efficiency and improvement.
Construction of the facilities will begin in March 2026, with completion scheduled for December 2026. All new buildings comply with energy efficiency standards. Pilot: the concept of buildings with zero energy consumption. Children’s playgrounds, squares, markets, bus stops, handicraft and micro-industry centers will be equipped.
Context
The Ministry of Economy and Finance was instructed to attract $800 million in concessional loans, including $250 million from the World Bank under the Sustainable Cities Program. International companies and organizations (World Bank, IDB, IFIs) are involved in the project. The work will be carried out within the framework of the “Comprehensive Development of Medium-Sized Cities” project and other initiatives.
