Why is this important
Export is one of the key drivers of economic growth. At the same time, complex bureaucratic procedures remain one of the main obstacles for entrepreneurs. The new measures are aimed at two strategic directions at once — expanding external sales markets and radically simplifying business conditions.
What happened
- It was stated that Uzbekistan aims to increase its export volume to $45 billion by 2030.
- For this, the country needs to enter new high-margin markets, not limiting itself to traditional areas.
- Based on the results of the analysis of external markets and demand, significant reserves were identified in the construction materials sector; light industry, electrical engineering, food industry, household chemicals, mechanical engineering, and metallurgy.
- The President instructed to ensure full utilization of the existing potential, more actively open new markets, and simplify the mechanisms of foreign trade.
Numbers and facts
For export growth, it is necessary:
- develop preferential trade with promising countries;
- intensify trade and economic ties;
- expand the infrastructure and capacity of border checkpoints in proportion to the growth of exports and imports.
Enterprises
- Currently: 81 state bodies provide 739 types of services to entrepreneurs, with 576 services provided dispersed.
- To start producing meat products, you need to: complete 17 procedures and apply to 10 different institutions.
- In addition, there is no single service platform providing consulting services on accounting, taxes, exports, certification.
- At the same time, it was noted that such services can be integrated with banks, insurance companies, exchanges, brokers, logistics operators, business training programs, and trainings.
Business
- It was proposed to create “Business Hamroh” centers that would combine all public and private services for entrepreneurs in one place.
- Further, according to the plan, centers will be created under the Chamber of Commerce and Industry;
- Services will be provided through a single electronic platform based on the “single window” principle;
- A round-the-clock call center will be organized to handle business appeals.
- The President approved this proposal and instructed to ensure coverage of the entire business support cycle – from the creation of an enterprise and organization of activities to the sale of finished products and export.
Context
- In recent years, Uzbekistan has been actively reforming the public services sector, digitalizing business processes, and relying on an export-oriented growth model.
- The goal of $45 billion in exports by 2030 is significantly higher than current indicators and requires systemic changes – from logistics and infrastructure to supporting entrepreneurs and diversifying markets.
- For entrepreneurs, this means: reducing bureaucracy, shortening the time for starting a business, easier access to exports.
- For the economy as a whole: increasing non-oil exports, expanding the geography of foreign trade, and increasing the competitiveness of Uzbek products in global markets.
