An electronic registry of manufacturers and suppliers of unsafe construction materials will be created in Uzbekistan

Also, until 2028, the authorities plan to abolish customs duties on the import of raw materials for the production of building materials.

The new measures simultaneously support producers through benefits and tighten control over hazardous products and construction waste. Producers will receive cheaper raw materials, which will reduce the cost of construction materials. At the same time, the market will become more tightly controlled in terms of security.

  • Shavkat Mirziyoyev approved measures for the development of the construction materials industry in Uzbekistan.
  • Customs duties on the import of raw materials for the production of building materials are being abolished until 2028.
  • From March 1, 2026, an electronic registry of manufacturers and suppliers of unsafe construction materials will be launched.
  • Control over the seizure of hazardous construction materials and the prevention of their reuse is being strengthened.

  • The register is being created within the framework of the integration of the “Transparent Construction” and “Technical Regulation” systems.
  • Data will be entered into it by the Construction Control Inspectorate based on the results of inspections at construction sites.
  • Manufacturers deemed unsafe will be prohibited from participating in government procurement.
  • The list of such companies will be published on the websites of the “Uzpromstroymaterialy” association and relevant state bodies.
  • From February 1, 2026, customers and manufacturers will be required to send hazardous materials to landfills or for recycling after receiving prescriptions.
  • Information about the prescriptions will be received by the Situational Center of the Ecology Committee.
  • Starting June 2026, customers are required to transfer construction waste (after construction, repair, and demolition) for recycling or to landfills.

Documentation

The following must now be indicated in the design and estimate documentation:

  • volumes of construction waste;
  • places of their accumulation;
  • further utilization methods.

In addition:

  • The customer will be obligated to remove dust and unpleasant odors from the accumulated waste.
  • Oversight of the implementation has been entrusted to the environmental police, the Technological Regulation Inspectorate, and the Prosecutor General’s Office.

  • The new measures are aimed at stimulating production, improving quality, and strengthening environmental control.
  • Unsafe materials will be excluded from state orders and will be publicly displayed.
