Why is this important
Energy efficiency reduces the load on the energy system and budget expenditures, as it allows for a reduction in losses in buildings, heating networks, and enterprises. At the same time, discussing market mechanisms in electric power means changing the operating rules of networks and procurement for some consumers, which affects investment and loss management.
What happened
- Shavkat Mirziyoyev reviewed the authorities’ plans to improve the energy efficiency of social facilities and residential areas, introduce market mechanisms in the field of electricity supply, and develop the energy services market (ESCO).
- Plans for the application of digital technologies and artificial intelligence in the energy audit and design of facilities according to energy efficiency standards are presented.
- Plans for energy efficiency in industry, modernization of the heat supply system and renewal of infrastructure, as well as the introduction of competitive market mechanisms and the formation of a wholesale electricity market were considered.
Numbers and facts
- The Agency is tasked with reducing energy consumption in the economy by at least 20%, and in government institutions and social organizations – by 15% by 2030.
- There are more than 30 thousand social facilities in the republic: within the framework of the investment program, 770 of them are being modernized according to energy efficiency standards with the attraction of $264 million from international financial institutions.
- In industry, solar panels are planned to be installed at 142 textile enterprises; expected savings – 722 million kWh of electricity and 693 billion soums.
- It is also planned to modernize 300 pumps in the drinking water supply system.
- As part of the modernization of boiler houses and heating systems, the installation of 400 individual heating points and the renewal of at least 100 km of heating networks are planned.
- A list of wholesale consumers who annually consume more than 10 million kWh has been compiled: they are offered to purchase on the wholesale market under direct contracts with hourly pricing.
- As part of the development of competition, it is planned to transfer low-voltage networks to the private sector: transmission will start from the Samarkand region, then scale to Andijan, Jizzakh, Namangan, Syrdarya, Tashkent regions and the city of Tashkent.
Context
- The development of ESCO and energy saving income mechanisms forms an economic incentive for investments when the energy saving effect becomes a source of return on investment.
- The transfer of low-voltage networks to the private sector and the launch of wholesale market elements are changing the loss management and procurement model: the emphasis is shifting to network investments and more flexible contractual mechanisms for large consumers.
