In Uzbekistan, fines for traffic violations can now be transferred online

Car owners will be able to transfer responsibility through the Single Portal of Interactive Public Services and the traffic police application.

Why is this important

Previously, the transfer of responsibility for traffic violations was not formally regulated and often resulted in fines being issued to the vehicle owner, even if another person was driving. The new mechanism makes it possible to legally identify the actual driver and redistribute responsibility. This reduces disputes and simplifies interaction with the penalty system. The introduction of an online procedure makes the process fast and accessible without paper documents.

What happened

  • In Uzbekistan, it is now allowed to transfer responsibility for traffic violations online.
  • The Cabinet of Ministers approved the relevant procedure on March 30, and it comes into force on April 1.
  • Vehicle owners will be able to notify the traffic police about transferring driving rights to another person through digital services.
  • After confirmation by the driver, responsibility for violations will be officially assigned to them.

  • Confirmation is carried out via electronic signature, Face ID, or Mobile ID.

  • The fee for submitting a notification is 10% of the BRV — 41,200 soums, or 37,080 soums when submitted via the Single Portal.
  • Fines recorded by photo and video cameras during the notification period will be issued to the actual driver.
  • Foreign drivers are required to pay fines before leaving the country; otherwise, exit will be restricted.
  • The notification can be canceled at the request of the parties, upon expiration, change of vehicle ownership, or the death of the driver.
