Uzbekistan will introduce QR codes for monitoring business inspections

Entrepreneurs will be able to deny access to inspectors if the inspection has not been registered in the system.

Why is this important

The authorities of Uzbekistan continue to digitize the business control system and limit the direct interference of state bodies in entrepreneurs’ activities. The new procedure introduces mandatory recording of contacts between officials and businesses, as well as expands digital tools for monitoring and protecting entrepreneurs. The changes affect the procedure for conducting inspections, interaction with civil servants, and the registration of all control activities in a unified system.

What happened

  • The President signed a decree “On measures to limit illegal interference in entrepreneurial activity and increase the transparency of control measures”.
  • The document provides for the launch of a digital control system for business inspections, mandatory registration of contacts between civil servants and entrepreneurs, and the implementation of the “Business Protection” QR code.
  • Starting from July 1, 2026, it is also planned to launch the “Unified State Control” information system and its mobile application.

  • Starting from July 1, 2026, the “Unified State Control” information system and its mobile application will be launched in Uzbekistan.
  • Entrepreneurs will be able to obtain information about officials in the district where they operate, including hokims, mahalla chairpersons, hokim assistants, tax inspectors, and prevention inspectors.
  • Visits to entrepreneurs by civil servants without conducting an official inspection or preventive measures, as well as summoning entrepreneurs to another location, will be registered in the system as a “message that is not a control measure”.
  • Information regarding such contacts must be entered into the “Unified State Control” system.
  • If an official has not entered information about the inspection or contact into the system, the entrepreneur has the right not to allow them onto the facility’s territory or interact with them.
  • A “Business Protection” QR code will be introduced for entrepreneurs, through which inspections and other control measures will be recorded.
  • Before starting the inspection, the supervisory body employee must register the event in the system by scanning the QR code.
  • For civil servants who enter into unjustified contacts with the same entrepreneur two or more times within a year, service inspections, restrictions on participation in inspections of this business for a period of up to 12 months, or the temporary suspension of a special certificate for conducting inspections are provided.
  • Officials who systematically violate inspection rules will be included in the “Register of Unscrupulous Inspectors”.
  • Starting from July 1, 2026, when entrepreneurs undergo state registration, their personal accounts will be automatically opened in the “Unified State Control” system.

  • Inspections and contacts with officials will be recorded in a single database, and businesses will have the right to refuse interaction if the event is not officially registered in the system.
