Why is this important
Reducing barriers to purchasing and promoting foreign software will accelerate the digitalization of companies and startups. Attracting foreign specialists will be more convenient, which will help cover the personnel shortage and strengthen the international component of projects.
Improving conditions for the export of IT services and products through reducing bureaucracy and simplifying currency operations.
What’s resolved
- Starting November 1st, projects within the framework of “Digital Startups” and the Central Bank’s “sandbox” will receive free annual access to the “Digital Government” data platform.
- Foreign specialists of IT Park residents, after registering their PINFL through their diplomatic mission abroad, will be able to remotely open accounts and virtual cards in Uzbek banks.
- From January 1, 2026, IT Park residents will be able to pay for foreign subscriptions and advertising services from corporate cards within the framework of export revenues, with a limit of $500,000 per year.
- Advertising should be placed on platforms with an audience of 100 million users, the list of platforms will be approved by the Government Commission on Investments.
- All data on such foreign payments, including offers and invoices, must be entered into the E‐contract foreign trade system. Payments up to $5,000 are a simplified procedure and are not considered accounts receivable.
- Also, companies will be able to accept payments from abroad for their own software through a public offer without including it in the E-contract.
- Support under the Zero Risk program: IT Park will be able to cover rent for premises for up to 12 months for participating companies; compensation is limited to the rent rate per square meter of state property, not exceeding twice the regional rate.
