CB can alter the limit on the number of bank cards a client holds

The Central Bank of Uzbekistan is considering easing existing restrictions on the number of cards held by one client and introducing online card closures.

Why is this important

A limit on the number of bank cards was introduced as an anti-fraud measure, but now the regulator is ready to adapt the rules to reality: most clients do not face restrictions, and the new measures will enhance digital protection and convenience.

  • From January 2025, a limit is in effect: up to 5 cards in one bank and up to 20 — in all banks;
  • 97% of clients fit the limit;
  • Only 0.03% (7 thousand people) have more than 20 cards;
  • Often, such cards are used in fraudulent schemes — sometimes without the owners’ knowledge;
  • The Central Bank is considering the possibility of closing unused cards online;
  • Limit easing is being discussed — while maintaining protection against abuse.

Context

The mass issuance of bank cards has become a tool for shadow schemes: in 2024, the Central Bank recorded cases where dozens of cards were issued per client, which were used in fraudulent operations. New rules were introduced at the beginning of 2025. Now more flexible mechanisms are being discussed that retain protection but reduce the burden on conscientious customers.
