- Each apartment building must have a unified technical passport. Responsibility for maintaining it is assigned to the building management body.
- Management companies are required to keep surveillance systems and intercoms in working order and ensure technical monitoring of elevators.
- Management companies must purchase the necessary materials, inventory, fuel, and household equipment for building maintenance.
- Cleaning of entrances, stairwells, and elevator areas must be carried out at least once a week.
- If necessary, management organizations are required to carry out disinfection and pest control of entrances, elevators, garbage chutes, and adjacent areas.
- In the event of basement flooding, accidents in water supply or drainage systems must be resolved, including eliminating leaks and accumulated water, within 24 hours.
- Management bodies are required to install benches in adjacent areas and waste bins at a distance of at least 25 meters.
The following must now be present on the grounds of apartment buildings:
- a children’s playground;
- a sports ground;
- a recreation area for the elderly;
- a waste collection area;
- a designated area for walking pets;
- storage areas for bicycles, scooters, wheelchairs, and strollers.
In addition:
- The placement of advertisements, notices, and posters on facades and in common areas is permitted only by decision of the general meeting of property owners.
- Management organizations will be responsible for lighting adjacent areas and irrigation systems for trees and plants.
- In buildings without central sewage systems, wastewater must be pumped out at least once every three months.
- Management bodies are also required to ensure the cleaning and disinfection of septic tanks.
- The new rules will come into force on August 1, 2026.
